01 -05 - Who may perform |

1) The Festival is open to all participants in the age ranges stated who conform to the definition of amateur status given below.
2) The Festival is open to amateurs only. For this purpose AMATEUR is defined as follows:-
“An amateur is someone who does not derive his/her livelihood from the branch of performance, defined by the class title, in which s/he seeks to enter the festival. In any ensemble, all members must adhere to that principle.”
3) The Committee reserves the right to refuse any entry without assigning a reason.
4) The age of the entrant on the first day of the Festival will be deemed to be his or her age for the purpose of entry.
5) Entrants may perform once only in each class, except in duet, trio or ensemble classes where an entrant may perform more than once, provided a different instrument is played.

06-08 - How to enter |

6) All entries must be made on the Festival website or official entry forms (or photocopies thereof, should extra copies be needed).
7) Entries must reach the Entries Secretary by the closing date as specified on the website and in the Syllabus.
8) Entry fees cannot be returned except for entries not performed following a decision by the committee. Fees will not be returned to Candidates who later withdraw. If you unable to attend it would be appreciated if you would telephone or e mail the Entries Secretary.

09-12 - Before the event |

| |
9) The committee reserves the right to limit, cancel or subdivide any class.
10) The committee reserves the right to close classes before the closing date for entries, if sufficient entries have been received. Where applicable, the number limited will be stated in the Syllabus.
11) Where there is only one entrant in a class, the class may be performed with one similar and adjudicated separately.
12) The committee reserves the right to engage additional adjudicators, or to substitute without notice for any adjudicator unable to appear, and to transfer classes from one session to another, or from one day to another.

13-20 - The Performance |

| |
13) Only stewards and accompanists will be allowed on the platform with the entrants.
14) All competitors to be in the room at the start of their class and to stay for the adjudication unless the adjudicator steward has been otherwise informed.
15) Boy sopranos are not eligible for female vocal classes.
16) Entrants may play repeats but all works performed must comply with the time limits for that class. FAILURE TO OBSERVE TIME LIMITS may disqualify an entrant from gaining an award.
17) The festival is bound by copyright law and cannot allow flash photography, tape or video recordings, all of which are absolutely forbidden during performances or adjudication.
18) The use of electronic equipment for sound amplification is not allowed, unless specified in the Syllabus.
19) The festival is affiliated to The British Federation of Festivals and participates in its Group Licence to cover payment of fees for the use of recorded music at its events. Teachers using tapes created from commercial recordings are advised that they must seek permission to re-record from the record companies for the playing of material at the festival.>br>
20) The festival committee cannot accept any responsibility for property left at the venue during the festival.

21 - 24 - Adjudication |

| |
21) The adjudicator’s decision will be regarded as final.
22) Awards may be withheld if, in the opinion of the adjudicator, sufficient merit is not shown.
23) No entrant, teacher or interested party may discuss any aspect of the festival with an adjudicator before, during or after classes, except at the invitation of the adjudicator.
24) Adjudication sheets will be available at the end of each class from the adjudicator’s desk, or from the Festival Office after the session has ended.

25 - Marking System |

25) Marks will be given for performance out to 100 as follows:-
75- 77 Fair A performance limited in its communication
78-80 Moderate A performance showing development of technique and/or communication
81-83 Merit A capable performance showing some artistic appreciation and/or technical ability
84-86 Commended A convincing performance technically and artistically
87-89 Distinction An excellent performance technically and artistically
90+ Outstanding An exceptional performance, both technically and artistically

26-28 - Time Limits |

|
| |
26) The time limit for each class is shown in the Syllabus and this must be strictly adhered to. The performance may be stopped by the ringing of a bell if the time limit is exceeded.
27)Where the performance is obviously ending as the time limit is reached, the adjudicator’s steward will allow the performance to conclude, but will inform the adjudicators when the time limit was reached, and his mark and remarks may not cover material performed after the time limit was exceeded.
28) The time limit is the length of the performance, not the timing of the piece(s) alone. The performance includes any necessary tuning and breaks between pieces.

29 - 33 - Choice of Pieces |

29) Entries will not be accepted without full details of the title and composer being shown on the entry form.
30) Under no circumstances will entrants be allowed to change a piece once it has been submitted for inclusion in the Programme.
31) Entrants may not perform the same ‘own choice’ in more than one class;
32)A publisher’s copy of the ‘own choice’ piece must be made available for the adjudicator at the time of the competition. (See paragraph under “General”)
33)In age group classes where competitors are required to play two contrasting pieces, non examination music is preferable.br>

34 - Grades |
| |

| |
34) Grades are a guide to the standard of playing by a competitor. If a player, for example, has passed grade 4 early in the current festival year and is working towards grade 5, it would be expected that the player enter at grade 5 level. If a player has only just passed grade 4 at the end of the current festival year then it would be sensible to choose appropriately.

35 -36 - Accompanists |

| |
35) Competitors are encouraged to bring their own accompanist; however, the official accompanist will be provided, if required. This availability is subject to entrants stating on the entry form that they require this service, and a copy sent in by the end of February. The accompanist must use the publisher’s copy for the performance; should a photocopy have been sent in for practice purposes, this must be exchanged for a printed copy before the performance.
36) The use of recorded backing tracks is not permitted as accompaniment except in Classes VO1, VO2, VO3 and VO4, or at the discretion of the Committee prior to entry.

37 - 43 - Ensembles |

| |
37) All parts in ensembles should be of equal difficulty.
38) With the exception of Preparatory, Grade 1 and 2, conducting of ensembles is not permitted.
39) The tuning of all instruments must fall within the time limit (see rule 28). No electronic tuning devices may be used.
40) Except for Preparatory, Grade 1 and 2 there should only be one player per part in any ensemble.
41) A piano accompanist is permitted. The accompanist will not be adjudicated and does not pay entry fee.
42) Soprano, alto and tenor saxophone are all classed as the same instrument.
43) Health and Safety The sharing of brass and woodwind instruments is not permitted unless entrants have their own mouthpiece.

44-45 - Certificates |

| |
44)Certificates will be awarded for 1st, 2nd and 3rd places in each class if there are more than 4 in the class. If there are 4 or less in the class only 1st and 2nd will be awarded.
45) All competitors will receive a participation certificate.

46 - 50 - Trophies |
| |
|
| |
46) Trophies will be awarded for certain classes as detailed in the programme. All trophies and boxes remain the property of Tamworth & District Music Festival. Failure to return a trophy by the required date will result in the winner forfeiting the right to remove any future trophies he/she is awarded at the Festival.
47) In the event of a tie for first place in a trophy class, both entrants must sign for receipt of the trophy and its safe keeping and it should be held for an equal period during the 11 months it is kept be the winners. Both will be held responsible for its safe return.
48) Winners are required to enter into a bond of safe custody and to bear the cost of engraving.
49)Trophies will be presented at the Prizewinners’ concert. All trophy winners will be expected to be available for the Prizewinners’ Concert as detailed in the Syllabus.
50)Trophy Winners will compete for the Alick Maclean Trophy at the Prizewinners’ concert.

51 - 55 - General |

51) The decision of the committee in all matters arising out of, or not specifically covered in these Rules and Regulations, is final.
52) Competitors must hand a copy of their music to the adjudicator’s steward before the beginning of the class. A competitor who has not brought a copy of the music for the adjudicator may be disqualified.
53) The Music Publishers’ Association “Code of Practice on Photocopying” makes some allowances to the festival movement where volumes are concerned only. The relevant paragraph of the copy is given here. Single copies of items may not be photocopied without the prior permission of the copyright publisher.
The Music Publishers’ Association Code of Practice on Photocopying Copyright Works makes the following concession for copying own choice pieces from volumes only for the use of the adjudicator at the festival, provided that the entrant or participant has already his/her own copy, and that the copy is retained and destroyed by the administrator of the festival immediately after the event.
54) Any protests about the infringement of any of these rules, or action taken following an infringement, should be made in writing to the Honorary Secretary within one week of the date of the Festival, and should be accompanied by a stamped, self addressed envelope.
55) Changes to the Rules and Regulations governing this Festival shall be made at the Annual General Meeting in June. All proposed changes to the rules must be submitted to the Hon Secretary in writing at least three weeks before the date of the AGM.
